You can walk there, but it's about a 30 minute walk from Wakuraonsen Station. The game center was damaged during the 2024 New Year's Day earthquake and needed some repairs, so it may not be open as of late 2024. This scene takes place in the evening in the show, however based on the reflections and shadows in the scene, it seems like morning may be a better time to visit if you're trying to match the lighting.
